“Hampton Welcomes New City Clerk” HAMPTON, GEORGIA — October 8, 2018 — City Clerk Melissa Brooks, a Hampton resident, is the newest addition to the Hampton Leadership Team. Previously, she served as the City Clerk for the City of College Park for seven years. There her oversight responsibilities included, but was not limited to, Issuance of Occupation Tax Certificates; Issuance of Alcohol Licenses; Collection and Reporting of Hotel/Motel Taxes; Reporting of Car Rental Tax; Reporting of Alcohol Mixed Drink Tax; Reporting of Wholesale Liquor Tax; All aspects of Municipal Elections; Pension Board Administration; Building Maintenance; Filing all required County and State legal documents; Member of Strategic Planning Initiative Team; and Liaison for 2020 Census. In addition, she was responsible for maintaining integrity and transparency in the Office of the City Clerk. She managed all official records of the City and fulfilled open records requests from government agencies, the media and the public. During her years of serving as Deputy City Clerk, Melissa assumed full responsibility of the Office in the absence of the City Clerk. Prior to her Clerk experience, Melissa served as Executive Assistant to the College Park Mayor and City Council from 1999 to 2012. In that capacity, she was responsible for representing the Mayor and City Council, performing high-level, confidential, executive, and administrative duties. These responsibilities included scheduling, programming, public relations, and Legislative Budget oversight. To better serve the needs of the elected officials, staff and the public, she often served as the “unofficial” ombudsman for the Legislative Branch. “Melissa stood out from the start among an incredibly strong slate of candidates,” said Charles Coney, City Manager. “As we looked for the right person to fulfill this crucial role, we wanted someone with rich government experience and strong customer service. We found Melissa to be an ideal fit. Not only is she a certified Clerk (soon to be Master Clerk), her depth of government inner workings and community relations have been an important basis for the turnaround work she spearheaded in her former role.” Melissa received her Bachelor of Business Management from Shorter University in Rome, Georgia and received her Certificate as a Georgia Certified Clerk from the Georgia Clerks Education Institute Certificate Program which is jointly sponsored by the Georgia County Clerks Association (GCCA) and the Georgia Municipal Clerks and Finance Officers Association (GMC/FOA). She also has a Certificate in Business Administration from Gadsden State Community College in Gadsden, Alabama. Melissa is a Certified Elections Superintendent, Member of the Georgia Records Association, and a Member of the International Municipal Clerks Association.
