Melissa Brooks

Melissa Brooks is a seasoned and dedicated municipal government professional with over 37 years of public service experience, including extensive tenures as City Clerk, Interim City Manager, and Interim Human Resources Director. Her career has been defined by a commitment to integrity, efficiency, and excellence in local government operations.

Melissa is known for her ability to streamline systems, develop policies, and lead initiatives that drive organizational effectiveness. She has successfully implemented citywide records management systems, developed Standard Operating Procedures across multiple departments, and independently coordinated and conducted municipal elections for seven election cycles—all without outsourcing to county services.

Throughout her distinguished career, Melissa has provided executive-level support to mayors and governing bodies, managed compliance with state and local laws, and served as a liaison between the public and government officials.

Her expertise spans record management, policy development, municipal elections, risk management, and intergovernmental relations.

She holds a Bachelor of Science in Management (Cum Laude) from Shorter University and is a Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC)—a testament to her continued professional development and mastery in municipal governance.

Outside of her professional life, Melissa is a proud wife and mother of three. She is deeply passionate about public service and remains dedicated to empowering her community through responsive, ethical, and transparent government.
